They are not alone: in ManpowerGroup's 2026 Talent Shortage Survey of more than 39,000 employers in 41 countries, 72% reported difficulty filling roles. That pressure makes it tempting to sign with the first agency that promises a shortlist by Friday. A few hours of preparation before the first call will do more for a hard-to-fill role than any promise.

Write down what the person must do in their first six months, which skills are essential and which are only nice to have, and the salary range you can actually approve. Add the location, whether the job can be remote, and the date by which you need someone in the seat. If you cannot fill in those lines, the agency will fill them in for you, and its guesses become your brief.

A bad choice is expensive. The Recruitment and Employment Confederation, the UK industry body for recruiters, cites its own 2017 research estimating that a poor hire at mid-manager level on a salary of £42,000 can cost a business more than £132,000. The figure is old and British, but the point travels: the agency you pick shapes who you end up hiring.

Questions to ask before you sign

Treat the first conversation as an interview of the agency. Ask the same questions of every firm on your list, so you can compare the answers side by side rather than compare sales pitches.

Sector fit

An agency that places people like the one you need already knows where they are and what they expect. Ask for the questions below to be answered with examples, not adjectives:

Which similar roles have you filled in the last year, and in which countries?

Who on your team will run this search, and what have they recruited before?

What salary do candidates with this profile expect right now?

Where will you look for candidates who are not applying to job ads?

Which part of our brief do you think will be hardest to meet, and why?

The last question is the most useful. An agency that tells you your salary range is low or your skill list is too long is giving you information you need. One that agrees with everything may simply want the instruction.

Process

Ask how the agency will run the search from brief to offer. You want to know how many candidates it expects to present, how it screens them before you see them, and how often you will hear from it when nothing is moving. Ask how it confirms that a candidate has agreed to be put forward for your role.

That last point matters more than it sounds. The Recruitment and Employment Confederation's Code of Professional Practice requires its members to have consent or another documented legal basis before they submit a candidate's personal information. An agency that sends you CVs without the candidates' agreement can leave you in a dispute over who introduced whom.

Commit to your side as well. The confederation's guide for employers recommends briefing the recruiter face to face, or at least by phone, and blocking interview time in your diary at the start. A hard-to-fill role is often lost because the employer took two weeks to reply, not because the agency found nobody.

Replacement terms

Ask what happens if the person you hire leaves or does not work out in the first months. Agencies handle this in different ways, and the details sit in their terms of business, not in the sales conversation.

How replacement terms compare

When a placement fails within an agreed period after the start date, the remedy in an agency's terms is usually one of three kinds. Each protects you in a different way:

Remedy

What you get

What to check

Free replacement

The agency runs the search again without a second fee

How long the agency has to find someone, and whether the replacement gets its own guarantee

Refund

Part of the fee comes back, and the share may shrink the longer the hire stayed

The refund scale, and how quickly you must report the departure in writing

Credit

Part of the fee is held against a future hire with the same agency

Whether the credit expires, and whether you expect to hire through that agency again

For each option, ask when the guarantee period starts, which events are excluded and what you must do to claim. Look for exclusions such as redundancy, a change to the role after the start date or late payment of the fee, and decide whether you can accept them. Read the terms before the agency starts work, and take any question about what the contract means legally to your own counsel.

How to compare agency profiles in a directory

A directory is a quick way to build a longlist before you call anyone. On Ramp.directory, an agency profile shows the agency's name, the sectors it works in and the countries it covers. That is enough to decide whether a first call is worth having, and not enough to sign.

Start with the two facts that matter most for a hard-to-fill role. Does the agency list the sector the role sits in, and does it cover the country where the person will work? An agency that fits both deserves a call, while one that fits neither needs a good reason before you spend time on it.

Shortlist three or four agencies and run the same questions with each. Note the answers in one table, so you compare sector experience, process and replacement terms rather than the confidence of the person on the phone. Treat anything a profile does not show as a question for the first call, not as a hidden strength.

Check membership claims where you can. In the UK, the confederation says its member firms take a compliance assessment and that an REC Audited firm has had its business practices inspected in person. Similar trade bodies exist in other countries, and a membership claim you can confirm on the body's own website is worth more than a logo on a slide.

Red flags before signing

A few signs suggest an agency is not the right partner for a role that is already hard to fill:

It will not name the person who will actually run your search.

It sends CVs before you have agreed terms, or cannot confirm that the candidates agreed to be put forward.

Its fees, charges or replacement terms are vague, or only appear after the first candidates arrive.

It charges candidates for placing them, which the International Labour Organization's fair recruitment principles say workers and jobseekers should never bear.

It agrees with every part of your brief, including the parts other agencies questioned.

It asks for exclusivity without offering anything in return, such as a dedicated recruiter or a clear timetable.

None of these proves bad intent on its own, but each deserves a direct question. The REC code also says members must disclose all fees, charges and services to clients before accepting an assignment, which gives you a fair standard to hold any agency to. An agency that answers plainly, in writing, before you sign is the one most likely to keep doing so once the search is under way.

agencies","Agencies","/uploads/articles/6ac7553ecd9c320b308ede11/cover.jpg","A recruiter types on a laptop at a tidy desk by a bright window, with an empty chair on the other side.","2026-10-08T08:33:02.954Z",null,[55
"recruitment-agencies-find-and-win-new-clients","How recruitment agencies can find and win new clients","Treat new clients as a system, not luck Most small recruitment agencies win their first clients through people they already know: a former manager, a hiring lead from a previous job, a candidate who…
/uploads/articles/6acdd97ebc08759f47f42eeb/cover.jpg","2026-10-13T07:10:54.116Z","13 Oct 2026",[],[65,67,70,73
en
hi","mushkil-pad-ke-liye-recruitment-agency-kaise-chunen
de","personalvermittlung-fuer-schwer-zu-besetzende-stelle-auswaehlen
es","elegir-agencia-de-reclutamiento-puesto-dificil-de-cubrir"]
