Association of Private Employment Agencies (APEA) is our nonprofit organization operating in the staffing and recruiting industry. We were founded in 2011 and are headquartered in Moscow, Russia.

Our mission is to contribute to the creation of a civilized market for personnel management services in Russia. We set goals to establish a civilized market with uniform standards and ethics, to assist the government in implementing certification for private employment agencies, and to create a legal framework to regulate the market for personnel management services.

We pursue these aims by promoting standards and ethics, by collaborating with the government on certification for private employment agencies, and by contributing to the creation of a legal framework to regulate the market.

Our area of specialization is nonprofit partnership.
